yeah I'd rate it towards the top as a placeholder set, at least for anyone you'd use in the arena. And you only need two for a set bonus instead of looking at a piece from a 4 item set, so. I'd rate it pretty decent as a placeholder set though, particularly since the odds are high you would have such a piece just laying around (because nobody is going to wear it permanently). it's more like something you would use until you get the ultimate substat piece of whatever other sets. I would say if you get 6* resist gear with outrageous good substats they are not automatic trash like destruction or curing, but. effective enough to forgo a bit of extra speed on the supports or crit damage on the attackers. It's fairly effective in Arena, since a lot of people do not overlap CB champs with Arena, so they do not have a sky high accuracy in the first place (so you don't need to completely dump on the resist to see results).
